• Completed Bachelor degree in Electrical Engineering or higher.
• Completed City & Guilds Advance Craft Apprenticeship or recognised in Electrical (NVQ level 3)
• Suitable practical and technical competence to at least a higher technical standard in Electrical Engineering
• Be able to meet the person specification for the role
• Hold a full Driving License
• English Language skills- fluent reading and writing

Job Purpose
Undertaking a lead technical role working with Operations Service Delivery Team to, plan, design support, organise, control, and monitor construction and maintenance work on systems, assets, networks and associated plant and equipment, including design verification, commissioning, fault diagnosis and restoration of functionality in accordance with safety and contract requirements, ensuring all works are completed to time and budget.
To challenge existing delivery, develop and implement innovative solutions to support contract requirements. To provide leadership and vision within the Mitie CG & Defence team.
This role requires undertaking contract based Authorised Person Duties as required by JSP 375 Part 2 Volume 3 duties in accordance with the ISP Contract.
Responsibilities:
• Obtain Authorised Person qualifications for the relevant disciplines (enable formal appointment as Authorised Person) – training will be provided.
• Obtain relevant familiarisation of the installations on site to undertake duties and responsibilities listed below.
• Safe Systems of Works Manager for Dhekelia – Ayios Nikolaos and BRS Nicosia (ESBA), ensuring the practical implementation of Safety Rules and Procedures as required by MOD and manage a team of Authorised Persons (AP), Supervising Engineers and military staff (when attached).
• Ensure the operation and maintenance of the Station's infrastructure is implemented within statutory and mandatory parameters.
• React to failure of the infrastructure as soon as reasonably practicable and ensure that any necessary service clearances are available, and systems isolated to carry out work safely.
• Review and revise working procedures on an on-going basis in liaison with Mitie CG & Defence Ltd and the Cyprus Service Provider Joint Venture (CSP JV).
• In liaison with the electrical site manager of CSP JV co-ordinate, the pre- planned maintenance (PPM) Schedule of Defence Estates Spec 005 as related to essential services.
• Act as Senior Coordinating Authorised Person and focal point for Mitie’s Authorising Engineers for Eastern Sovereign Base Area for: HV/LV and hazardous area Electrical systems.
• Provide technical advice to the client and any remedial action required following the publication of Safety Alerts, Technical Bulletins and Policy Instructions issued by DIO, MOD and Mitie CG & Defence Authorising Engineers.
• Monitor feedback from CSP JV regarding remedial works arising from planned maintenance inspections liaison with M&E Supervisors/Managers to ensure works orders are raised.
• Carry out technical review of completed Electrical Installation Corrective Repairs (EICR) works and Minor Works certificates to confirm that they have been correctly completed and remedial defects are being progressed.
• Prioritise both maintenance and repair work to ensure it is planned so as to afford minimum disruption to the customer.
• Act as a mediator in problems relevant to essential services tasks to ensure the operational effectiveness of the sites.
• Attend Board of Officers, progress and handover meetings to provide technical advice on the Stations infrastructure.
• Provide monthly SSW progress reports to CSP JV and client organisations, ensuring they are aware of potential problems regarding the essential operational services.
• Ability to carry out physically demanding operational tasks on systems and plant.
• Ability to work at height and within excavations and confined areas.
• Carry out on-call duties on a rotating roster.
• Lead a Health, Safety and Environmental culture, ensuring a robust and meaningful programme of safety awareness briefings that are delivered consistently across the contract, promoting a zero tolerance to unsafe behavior.
• Be an inspirational role model motivating the team, enthusing people to be more proactive, deal with people consistently and develop and maintain good working relationships.
• Maintain the skilled persons register of tradesmen working for CSP JV (contractor) and sub-contractors on the Station involving the initial assessment, issuing of skilled persons certificate and monitoring tradesmen while on site.
• Manage staff in accordance with Mitie procedures and best practice, ensuring that you are fair and objective, that you communicate what is expected of them (and to what standard) and encourage them to meet the company objectives to achieve their full potential.
